Soldier in Iraq needs help setting up a network

I am a soldier in Iraq with some networking knowledge. We have just installed a new internet satellite. We have a slight problem with keeping everyone connected, some will be able to get one while others are not. We have a 24 port unmanaged switch by Trendnet, satellite bandwidth that is supposed to support up to 29 people. We only have 19 people on at a given time. We suspect spyware on some computers eating up all the bandwidth and not allowing others to be able to connect. We are semi newbies to the whole networking arena but are willing to learn and take any advice that you folks have to say.
