I'd like to show it after they put in their username but before they're asked for security question/SMS code.

This is different than the password policy, which you can already configure. I'd like a page by itself that can be configured with rich HTML to display anything I want. 

I'd like to include organizational policies and other IT information here that is on it's own page to make it more visible. It would also be cool to have an "I agree" checkmark requirement, but that's just a wish.

I think this would be a pretty cool feature to have and really expand the information I can convey to the users.
