Setting up a device outside of the network

Hi,

We have installed the desktop central client on a PC in a workgroup that isn't on our LAN. the troubleshooting tool shows that it can see the Desktop Central Server and the Notification server. The PC however doesn't ever appear in the console. 

So the question is should a device, that isn't on the LAN and has the client installed manually, appear in Scope of Management automatically.
