Setting the time zone of SCP

Hello ,

I'm testing

 the product SCP and I feel great ...

This is my second question:

I need to achieve the following objective:
- 
Set time zone to (GMT -04:30) Caracas


Can be
- Take the time zone from local ntp server
-
Take the time zone from Internet ntp server
- Take the time zone from local OS server


Any of the above works for me...
