Services associated to the wrong devices

I've got a strange problem with my the opmanager 7025.
if i try to associate a service to one or many devices with the quick configuration wizard, the services are always associated with the wrong devices.
the problem occured in 7023 and 7025.
i even tried to restore an old opmanager db backup but the problem still occurs.
i attached a pdf which shows the problem with some screenshots, unfortunately the support information file is too big to attach it here.
can you please help me?
