I am having issues starting the program. I cannot log into the web portal trough any web browser. I just get the following error:

So far I have stopped and restarted the service, but it will not stay running. I've also stopped the service and tried executing the run.bat file in command prompt. This last method gave me this error: 

I'm not sure what to try next.
