Servicedesk Plus Migration (Mysql)

We are migrating an old installation of Servicedesk Plus from an old physical server to a shiny new virtual server.  The current installation is using a mysql database.  I have updated the old build to 8127.  It seems to be working fine.

My issue is that on the new server, when installing servicedesk, it does not appear to be installing mysql.  I have set the database to be mysql, but each time I go to save, it returns the error:
"Unable to connect to any hosts due to exception: java.net.ConnectException: Connection refused: connect"

This is a brand new installation.  It should be setting up the mysql from scratch.  When looking through the servicedesk program folders, I noticed that there is not a mysql folder.  There is a pgsql folder, but we are not running postgres. 

When using cmd prompt in administrator mode, starting run.bat returns the following error:
"CreateProcess: D:\manageengine\servicedesk\mysql\bin\mysqladmin --no-defaults -u root --port=33366 ping error=2"

This is referencing the mysql folder that should be present, but was not installed properly during the servicedesk plus installation.

Any help with getting this up and running would be much appreciated.  Thank you!
