ServiceDesk Plus - "Announcements", Password Manager Pro (PMP), Licensing

ServiceDesk Plus 12.0 (Build 12004)
A few questions:
1) When making Announcements, how come it does NOT show on the Home page. If you click "Show All" (with filter option for "All Annoucements"), it still will not show on the next window. Sometimes, refreshing this screen, it will list; sometimes not.
2) When "Add(ing) New" Announcements, on the next window, you want to notify by clicking on "Email Users", is there an easier way rather than manually entering them? Can individual users be grouped into a Group Email?
3) For the Password Manager Pro (PMP) option, can this account management application be installed on the same server as ServiceDesk Plus?
4) In this link, https://www.manageengine.com/products/passwordmanagerpro/help/installation.html#licensing, it mentions for the FREE EDITION, "Licensed software that allows you to have 1 administrator and manage up to 10 resources. Valid forever."
- How many users?
- Is user limited to 10 resources?
- How many passwords per user?
