I need some help and would appreciate any help.

It is time to move my SDP install to a new server.  I built a new Windows Server 2019 with SQL Express 2019 as well.  I installed Service Desk Plus version 10.5 Build 10501.  I want to change my database to SQL DB.  I go to \ManageEngine\ServiceDesk\Bin folder and run ChangeDBServer.bat.  It prompts me for all my SQL server, when I provide the SQL account and password with SysAdmin access and I click ok, I get the following error message:

"Database server not configured.  The TCP/IP connection to the host localhost; port 1433 has failed Error: "connection refused: connect.  Verify the conncection properties.   Make sure that an instaance of SQL server on th ehost and accepting TCP/IP connection at the port.  Make sure that TCP connection to the port are not blocked by firewall."

SDP and SQL are installed on the same box, I have checked all SQL settings and it looks fine.  Any ideas?
