Service Catalog - visible to requesters?

Service Catalog - visible to requesters?

I have a requester log in created using Self service portal.  When logged in I cannot see the Service Catalog.  We don't currently use the Service Catalog, I'm looking at implementing it but this doesn't make sense to me if our requesters cannot see it.

Please let me know if I am doing something wrong??
