seeing odd emails to technicians and unrelated history information in jobs

version  :  8.2.0 Build 8208
 
Just lately we have started getting re-opened and appended with requester  notifications for jobs that were not closed ,
When another technician replies to the job.
Also it changes the status of the job back to OPEN when it was on an "timer stopped" status



This is repeatable ..
