SDP On Prem v13009 - Restore backup failed - Cannot open backup device

SDP On Prem v13009 - Restore backup failed - Cannot open backup device

I am trying to create a test server and I am at the step of restoring the database.  When I run the restoreData.bat, I receive the following error:  Operating system error 2(The system cannot find the file specified.). 
  1. I've verified both my servers are running the same version of SDP and the same OS. 
  2. I also verified the cmd was run using Admin. 
  3. I've run as production and test server
  4. Additionally, I updated the backup folder permissions to Everyone - Full Access.  
I'm including a copy of the Restore log for reference.
