SDP > Jira -- What controls the list of "Projects"

SDP > Jira -- What controls the list of "Projects"

In Service Desk when I select the Option to "Associate New Jira Issue" what controls the list of Projects in the dropdown?  I am missing a few of my projects here and therefore cannot link them.
