RPC SERVER UNAVAILABLE - Free Windows Tool

I am trying to use this tool to Change from DOMAIN TO WORKGROUP. When I request the move it gives the RPC SERVER UNAVAILABLE message. Is it broken? Can anyone suggest a solution via this tool or any other method of removing the domain, which is making networking to a drive impossible for this Windows 7 machine. Thanks
