Right to user on viewing of request from several departments

Whether it is possible to add such functionality?
By virtue of our organizational structure in properties of the user in AD, in field Department we use: the name of group, smaller department and large department.
It turns out, that we cannot give out the right to the responsible person or the head on viewing of request from subordinates. As in one big department at us many smaller departments.
The request to make an opportunity - to give the right to one user on viewing of request from several departments.
And plus still that there was an opportunity to give out the right to viewing of request on additional fields. (we use additional fields as global departments)
