Restricting user access?

I have been configuring OpManager for user logins for specific network views. My question is how to edit the top tabs for help, personalize, talkback etc. The issue is that after I assign a user a password they can change it through the personalize link. I am curious on where I could edit the .xml files to remove this feature, keeping the user from changing the password and appearance. I am also curious if I am able to add another email so when a user submits a talkback I cam CC'd on it as well. I have looked through the majority of the .xml files but specific directories on where to edit would help me greatly.
