I've created a custom template where delegated admins can modify a user's AD details.

When adding fields to the custom template, I notice that for the "department", the admin cannot type or enter anything manually into the field; the option is to "select" only from the dropdown.

However for the "Title" field, the option is to "Select/specify" a value, and they can manually type in (create) a new Job Title.  Is there any way to disable this (that is, make it only selectable).
