Restore AD User with automation

In an effort to keep AD and Cloud providers clean, we delete our student accounts when they have been out of the District for more than a year.

We sometimes do get students returning to the District after that year and right now our enable/update automation for students doesn't recreate the account (understandable, the entry in the DB has already been processed for creation) and it isn't enabled/updated since the account can not be found.

Right now, we have to manually restore the user account and tweak the DB entry for ADMP to see that it needs to be processed again.

Is there a way for the automation to check to see if the account is deleted and restore it from the AD Recycle Bin prior to processing any further steps?  Currently our Automation is calling an Automation Policy, but if I need to have another automation run prior to the enable/update task that is acceptable.
