Respect Account over Requester

Respect Account over Requester

I want to have the same requester (or same email address as a requester) in two different accounts.
I want new requests that come in by email to respect the email address they were sent to and not the first account/requester it finds.

Currently I have Requester A in Account 1 and Requester A also in Account 2.
If Requester A sends an email to Account 2 it gets tagged as Account 1.

How can I stop this?
