Reset Password options

I wanted to see if there is a way to limit the options for resetting user passwords. By this I mean when the HelpDesk tech logs in to reset a user's password they have the ability to do the following for the password:

1) Generate password
2) Type a password
3) Same as user logon name
4) Leave password blank

We want to limit this to only generated passwords. How do we accomplish this? Also if we can and do accomplish this is it a system wide change or can it be designated to specific roles or something?
