Requesters select the priority?

Requesters select the priority?

Hi all,
 
Sorry if I am being blonde, but I cannot see the option anywhere. Is it possible for the requester to select the priority when logging a request from the portal?
 
Also, is it possible to automatically set email requests to a certain priority?
 
And finally, when configuring the request templates, why can't you add fields to the requester one?
