Is there a way to give users right to close the request?

We want to make the following change in our SD:

-tech sets the Resolve status

-requester receives a mail (we add a link in resolve-template) with http://sd/CompleteRequest.do?woID=11111

-if he agrees, he clicks this link so the request closes.
