Reporting on Closed/Resolved Tickets by Category - Mandatory Field Showing 'Unassigned'

We are trying to report on how many tickets are closed per the business that logged them.

We have a mandatory field in each service request or incident which has a drop down for all businesses we service.

You cannot close or resolve a ticket without selecting a business from this list.

Despite the above, the report is still showing 'unassigned' as a business.
