Reply generates a new ticket. Why ?

With some users, replying to a message (ie the confirmation message sent by the system) generates a new ticket.
With some other users, the reply is just included into the initial ticket (which is the normal reaction).

Why ?

What could be wrong with the first users (generation of new tickets) ?

Note : we made tests with exacty the same info (title of the message, etc.) with different users. Some are OK, some not ok.
