Reopened criteria

In the request table there is a REOPENED flag. it's only a yes/no and gets set during the data import from SDP.

What specifically causes that flag to be set to YES?

We are seeing some tickets being flagged in the REOPENED TICKET TREND chart that don't appear that look like they were never closed then reopened. knowing the criteria would be helpful in explaining those tickets.
