Reoccurring Tickets and Change Management

We have a few tasks that are reoccurring and would like to see if it is possible to set up something as a solution. 

1. A ticket template that is automatically opened and assigned to a specific technician every 90 days. 

2. In Change Management is there a way to set up a reoccurring change that needs to be completed monthly rather than having to manually input a change management request every 30 days.
