We have our Change Module configured so that before a change can progress from Submission to Approval stage, it has to be Accepted by the Change Manager

This is because often a Change Requester will not alway fill out the change to a high enough standard. Having the CM accept the Change serves as quality control before it goes to CAB

We used to have a problem with Requesters submitting the Change, but changing the status to "Approval" when saving. We had to disable to Stage field using Field and Form rules:

However, we have discovered that it is still possible for the Requester to skip to the Approval stage. After submitting the Change, it is possible to click the Approval tab, and the "Add Cab Members" button:

...and you can then select a CAB and send for Approval:

Is there a way of removing / disabling this "Add CAB Members" button? Maybe using Field and Form rules?

The only way I've managed to grey it out is to remove Edit permissions under Change:

This will not work for us, as it will mean the Requester cannot edit anything in Change. This means they cannot edit their change if they need to add additional information / correct mistakes
