Removal of group & technician notification duplication
I would like to see smarter notifications.
* When a call is assigned to group X and technician Y, group X should not be informed if technician Y is.
*If a call is assigned to technician Y by technician Y then no notification should be sent to technician Y.
* When a call is assigned to group X and technician Y, group X should not be informed if technician Y is.
