Release 12000 breaks the ways of approving an incident

After submitting an incident for "Actions >> Submit for approval", the approval request is not displayed to the approver in the mobile app and on the web portal home page (the "my approvals" widget is not displayed). The approver can only approve the request by clicking on the link in the email.
Also, a specialist cannot send a request for approval through a mobile application. 
In the trial period before installing the license, these functions were available.
Standard 10 technician license without addons. 
P.S. In version 11311, it works with problems in the mobile app:
SD-96965: The request details are not displayed for an approver in the mobile application. The issue occurs if the user does not have permission to view the request.
