Can a requester re-open a ticket if needed?

We have found many time we will try one solution to a problem, and it doesn't always work.

I would like to be able to track what was tried to solve a problem, and what was finally the solution to the problem.

And have the requester re-open the ticket if our first solution doesn't work.
