Quick Create - force select requester

We have a problem where our technicians use quick create but instead of selecting the requester they just type in the requesters name. This adds a new requester to the list but no other details are added. There are two issues with this.

1. The requester doesn't get an email confirmation of the logged request
2. The requester is duplicated in the requester master list.

We like quick create alot as when the helpdesk is very busy we use this feature and the a pool of technicians can pick up the unassigned calls created.
