Questions regarding Project Templates

I've been tasked with creating a new Project Template. I've done plenty of them for Incidents and Service Request. But I have some questions for Projects.

Does every Project Additional Field I create show up on every Project template? I created some new ones and they show up on already made Project Templates. That seems messy if that's the case. Is there a way to have that NOT happen? I can't even drag or reorder them.

Is there a way to add Project Members to a template or through a rule? Can we even have field or form rules on Projects?

I bring this all up as we have a Project for setting up new facilities. There is a laundry list of items we go down on what the facility may or may not require and I'd like to have the task triggered off of said task. Hence the form rules.
