Query Report for Last Update Date and Time

Hi Team,

I want to achieve a report and that needs to be scheduled. Below is my requirement.

I want to generate a report if any 'Open' and 'On Hold' tickets are not updated for 3 days to an email ID & distribution list.

Let me know if any clarifications needed. 

My existing ticket number # 8212262.
