Putting a request on hold under the resolution tab now requires a resolution

Putting a request on hold under the resolution tab now requires a resolution

We used to be able to put a request on hold under the resolution tab, without a resolution. After updating to 9.3 Build 9307, the system requires a resolution even though we're just putting the request on hold. Is this by design now or a bug?
