If you enter a decimal value such as .5 in the quantity field in a PO, it will produce an error when you try and receive the item.  Labor is good example of where we need to be able use decimals such .25, .5, and .75 for hours billed by vendors.  There are other items we use where decimal quantities are needed.  To work around this bug we override the price for standard labor rates.
