The category list is only populated with those categories that are attached to all accounts by checkbox, which makes sense unless site is not "Leave it as it is". Then actually I would expect the same behaviour as with technician, where the list is adjusted to site/account.

 

There is also another problem: It is not possible to associate a category to all accounts by checkbox once a specific association has been saved. This is only possible when defining a new category. I needed to delete entries in table 'categoryaccountmapping' in the database itself.
