how can I block the software that not exists in my network?I Want to prohibit some applications and also I want specific users not to install them. how can I block them?

For example,in some situations I install that app in some of my computers but it is not recognized by the desktop central that have new application!! so I can not create prohibited list to block it.

what should I do?
