Problem with Patch managemrnt in Dekstop Central

Hi,

I've installed a Desktop Central Server in a closed network without internet.
I followed the steps regarding "Patch Management for closed network".

I downloaded the zip file and downloaded the vulnerability database using the following command. 
patchsync.bat -c updatedb
After the download I copied the "updatedb" to the offline network folder "<Install Directory>/conf/CRSData directory" 

Tried updating the vulnerability database manually by pressing "Update now" but this shows a failure immediately. 

Proxy settings are configured as "no connection to internet" 
Any ideas what might be wrong?
