Problem with encoding

The problem is as follows.
When creating a new task (only tasks, everything is OK in the applications), the subject of the letter does not recognize the Cyrillic and special sympholes type "() _- * / etc."
which is taken from the variable '$ TaskTitel' and the text written in the subject template is passed to normal.
The variable $ TaskTitel in the body of the message passes the values in normal form, rather than the UTF-8 codes.
