Problem with connecting to the database

After installing ME Service Desk on the new server, the connection to the remote PGSQL database fails.
The error is as follows:
Database creation failed. Stopping the Server. Please refer logs for more information
Problem while Starting Server
System halted

Restoring a database backup locally will start everything.
Please advise how I can make a remote connection to another database so that ME Service Desk is constantly communicating with it.
