Problem receiving alerts

If I browse to the Alerts tab of the Application Manager homepage there are alerts currently active e.g some resource down. Under the Admin> Action/Alert Settings if only "Enable Action when alerts are generated" is selected I receive no email alerts however if all options are selected then I receive email alerts.

Secondly on the can you say what the date/time displayed in the list on the alerts tab represents because it is not the time of the latest alert. You actually have to go into the alert message to see the latest time.
