Problem ID's and Change ID's not following in succession of ticket numbers.

Problem ID's and Change ID's not following in succession of ticket numbers.

Why doesn't problem and change ID's continue on with Requests and Incident numbers? Is this by design?
If it is do you have a document that we can follow to reset the numbers to something we specify? We use SQL.
