Our 1st level staff are in one group, and 2nd level in another.

Currently, our 1st level staff are able to escalate requests, and assign them directly to 2nd level technicians, bypassing the 2nd level manager (that assigns reqs individually) 

Is it possible to prevent our 1st level staff, from assigning requests directly, and just allowing them to assign to the second level group ?
