If we are setting up a workflow for pre-approved changes (aka Standard), is it possible to define what changes are pre-approved? 

Ideally, if the change requester chooses a Change type of "Pre-approved", they would only be able to select the ones defined. 

I'm looking in SD+ On Demand.
