The PostgreSQL Server Process is constantly utilising 15-20% CPU usage. We're just wondering if this is normal behaviour? 

We would migrate to MS SQL but we are only on the Premium edition. 

Are we able to migrate to MYSQL on Premium edition? Would that reduce the constantly CPU usage?

We are currently not running in HA but wish to very soon, would this add to the CPU overhead even more?
