Postal Not Enabled. Contact Administrator

Hi there
 
we have just upgraded to the latest service pack.
The customer portal displays in the url, but when you click to submit simple ticket it gives a page saying
 
PORTAL NOT ENABLED, CONTACT ADMINISTRATOR
 
evrything i can see in adin says enabled.
 
What do i do?
