Possibility of changing Alert Email Subject and other config

Im not entirely sure how to configure many things. Is there a GUI to the DB where all the settings are stored or is it in the XMLs ? The Help says nothing about this (that i can find).

I need to change the Subject of the Emails sent by various Alerts.
For example "Critical" and "Normal" should be the first word not the last in the subject so that i can quickly check on the blackberry, for example.

Also, if i want the alerts to be sent only after 2 failures/misses to poll a server.

Where can i change stuff like this ?
