Port 8080 won't work unless the main program has first been launched.

Hi,
we have ADMP installed on one of our servers.  Rather than having to remotely connect to the server to run the program, we usually use the 8080 port to connect via our own machines.  This has worked for us for a long time.  For some reason though it has stopped working.  In order for the URL to work someone needs to connect to the server and launch ADMP.  Until that's done the URL won't work.  We are using version 5240.  Is there a way to get the portal to work again without having to connect to the server and launch the program first?
