Please revert back the mechanism of SDP help!!

Dear  team

I am not sure from which build SDP‘s help documentation had forced access the help doc online

But not all customers are willing to read English documents, if the online docs unable to provide i18N edition, this will be a problem.

At the SDP previous build (maybe before SDP 9200?), when end user click the help doc link in SDP UIs, SDP will check whether there is a local help docs under <SDP_HOME>/help directory.  If exist, then open the docs using local edition.  Through this mechanism, we can provide the end users for a i18Ned help docs.

So, we think this mechanism is very good, we ask SDP team to revert back the mechanism, not forced all users to access the help doc online!!!
