personal password cannot be retrieved, but can be viewed in the UI

I'm running 10400 and have an issue copying a single password into the clipboard.  I've tried to do this in both Firefox 71, and Chrome 79.0.3945.88 and I'm not running any addons in either browser.  While I can click on the ***** to view the password and it displays correctly, when I click on the 'copy to clipboard' button, nothing happens.  The entries above and below it in the UI work just fine.

The only difference is that this password contains a single quote character.
